Stocks end lower ahead of Fed chief?s speech

CNBC's Steve Liesman reports what traders should watch for in Bernanke's speech tomorrow at Jackson Hole, like emphasis on value of additional QE, discussion of alternatives, and more.

Updated at 4:02 p.m. ET: Stocks closed Thursday lower, as investors looked to Federal Reserve Chairman Ben Bernanke's speech Friday at a symposium of central bankers for fresh trading incentives.

The Dow Jones industrial average was down 107 points at the close.

Jobless claims were unchanged in the latest week, dashing hopes for a slight tick lower. The market didn't move on the data, indicating that the market's focus remains on Bernanke's address in Jackson Hole, Wyoming, where he could announce new measures to boost growth.

Bernanke is expected to stoke expectations for a third round of quantitative easing, though he may not detail the timing of the Fed's action.

European shares fell with investors reluctant to increase their exposure to riskier assets ahead of the Fed meeting. Japanese stocks also slid, finishing at a two-week closing low.

"The markets are just on hold and you know what we are waiting for. We are waiting to find out if there are going to be any hints" of QE3, said Frank Lesh, a futures analyst and broker at FuturePath Trading LLC in Chicago.

Recent equity price movements have been muted, with the 0.3 percent dip implied by futures by far the biggest move of the week. The S&P has hardly moved over the past three days and hasn't closed with a 1 percent move in either direction since August 3.

The index has been pinned in a fairly tight range over the last three weeks, finding support at 1,400 while also unable to convincingly pierce the April high of 1,422.38, which has acted as a resistance point.

In other economic data, consumer spending rose by the most in five months, offering hope economic growth could pick up this quarter.

In company news, Pandora Media Inc surged after reporting adjusted second-quarter earnings that beat expectations and raising its full-year outlook.

Citigroup Inc agreed to pay $590 million to settle a shareholder lawsuit accusing it of hiding tens of billions of dollars of toxic mortgage assets.

Carlyle Group LP agreed to buy DuPont's performance coatings business for $4.9 billion in cash.

S&P Dow Jones Indices LLC said it will replace retailer Sears Holdings Corp with chemical maker LyondellBasell Industries NV in the S&P 500 after the close of trading on September 4.

U.S. stocks edged up just 0.1 percent Wednesday in the lightest trading of the year as investors held back from major trading decisions before Bernanke's speech.

Will dispute prevents burial of Sherman Hemsley

EL PASO, Texas (AP) ? The embalmed body of actor Sherman Hemsley, who became famous for his role as television's George Jefferson, will be kept in refrigeration at an El Paso funeral home until a local court rules on the validity of his will.

In the will Hemsley signed six weeks before dying of lung cancer July 24 he named Flora Enchinton, 56, whom he called a "beloved partner," as sole beneficiary of his estate, which is estimated in court documents to be more than $50,000.

The will is being contested by Richard Thornton, of Philadelphia, who claims to be Hemsley's brother and says the will might not have been made by the actor.

Enchinton told The Associated Press on Wednesday that she had been friends with Hemsley and had been his manager for more than 20 years. Over the time she, Hemsley and Hemsley's friend Kenny Johnston, 76, lived together, she said he never mentioned any relatives.

"Some people come out of the woodwork ? they think Sherman, they think money," Enchinton said. "But the fact it that I did not know Sherman when he was in the limelight. I met them when they (Hemsley and Johnston) came running from Los Angeles with not one penny, when there was nothing but struggle."

Mark Davis, listed in court documents as Thornton's lawyer in El Paso, did not immediately respond to messages left at his office.

There is no date set for the case to be heard, court officials said. Enchinton said she hopes it will all be cleared in court.

The Philadelphia-born Hemsley played Jefferson in the CBS sitcom "All in the Family," then starred in the spinoff "The Jeffersons" from 1975 to 1985. It was one of TV's longest-running and most successful sitcoms, particularly noteworthy for its predominantly black cast.

Hemsley made George Jefferson ? the bigoted, blustering Harlem businessman ? one of TV's most memorable characters and a symbol for urban upward mobility.

British wheat harvest runs late as France, Germany wind down

LONDON (Reuters) - The wheat harvest in Britain, the European Union's third largest producer, remains bogged down with heavy rains heightening quality concerns as activity winds down in the top two growers France and Germany.

"It is becoming quite clear as harvest has progressed that disease has been a major factor in reducing (UK) wheat yields. All the indicators are that it will be below average yields this year," analyst Susan Twining of crop consultants ADAS said.

Twining said Britain's wheat harvest was about 35 to 40 percent complete, running around 10 days later than normal, with most progress in eastern regions.

Lower yields will lead to a decline in the size of Britain's wheat crop, more than offsetting a rise of about 2 percent in plantings.

"I would say we are probably looking at a around a 14.5 million tonne crop this year, but there is still a large degree of uncertainty at this stage," Twining said.

Last year, the UK wheat crop was around 15.3 million tonnes, according to Britain's farm ministry.

"The overriding quality issue this year is specific weights," she said, adding farmers were facing penalties of up to 8 pounds a tonne due to low specific weights.

"There is a significant proportion (of crops) that are struggling to even achieve 72 (kilogrammes per hectolitre) and there are some pretty dreadful samples out there," Twining added.

The average specific weight for wheat last year in Britain was 78.7 kg/hl according to a quality survey issued by the Home-Grown Cereals Authority.

In France, by far the EU's largest wheat producer, the wheat harvest over and results point to higher yields with a larger share of feed wheat compared with last year, experts said.

Cuttings in the northern part of the country showed better than expected results and the crop is now expected to be the largest since 2004.

"There were rather good surprises in some less favourable regions," Philippe Gate, scientific director at French crop institute Arvalis, said.

He pegged the average yield this year at around 7.5 tonnes per hectare, in line with the institute's previous estimate released earlier this month, which put the total wheat crop at 36.5 million tonnes.

The average yield of the past five years was at 7.1 tonnes per hectare.

In terms of quality, Gate confirmed quality levels would be slightly lower this year than in 2011.

Germany's wheat harvest is approaching its final stages with only minor areas in the north and north-east remaining to be cut.

"Overall the crop quality in Germany seems to be satisfactory and much better than was feared only a few weeks ago when the wet start to the summer was causing great concern," one trader said.

"There was sunshine in the last moment which allowed farmers to gather a dry crop and prevented serious last minute damage."

Repeated rain in July and early August was followed by a burst of sunshine in past weeks which allowed farmers to gather the crop.

Germany will harvest 22.8 million tonnes of wheat this year, slightly up on the 2011 crop of 22.7 million tonnes, Germany's leading grain trading house Toepfer International said on Thursday.

"The crop quality is generally alright," another trader said. "There is a problem with lower protein levels in some areas but I would not regard this as a serious national issue."

"This will be a great harvest year for cereal farmers. They will get prices they would not have dreamed possible only a few months ago."

Gas prices rise as refineries shut for Isaac

(AP) ? Pump prices are heading higher as Tropical Storm Isaac forces several major refineries along the Gulf Coast to halt production in preparation for high winds and heavy rains.

Fear of reduced gasoline supplies sent wholesale gasoline prices up 7.7 cents, or 2.4 percent, to $3.155 per gallon Monday. The average retail price for a gallon of gasoline in the U.S. rose to $3.75 on Monday, and it could pass $3.80 by Labor Day weekend, says Tom Kloza, chief oil analyst at the Oil Price Information Service.

Oil fell Monday because Gulf Coast refineries won't be using as much in the next few days and damage to key oil and gas operations in the Gulf of Mexico seemed less likely as the storm's winds aren't expected to be as strong as some had feared.

Refineries should also escape damage. But refinery owners often shut down operations in advance of a storm. These facilities consume enormous amounts of electric power and generate steam to cook crude oil into gasoline, diesel, jet fuel and heating oil. If a refinery loses power suddenly, operators can't properly clear the partially cooked oil out of pipes, and re-starting the refinery can take several days or even weeks.

If refineries instead conduct what is known as an orderly shutdown, they can re-start as soon as the power supply is assured again. The Gulf refineries will likely stay off line for about three days.

About 1 million barrels per day of refining capacity is expected to be shut down, roughly half of the refining capacity in the potential path of the storm. The U.S. consumes about 19 million barrels of oil products per day.

Marathon Petroleum Corp. said it is shutting down its Garyville, La. refinery. The refinery has the capacity to refine 490,000 barrels of oil per day, making it the third largest refinery in the U.S. Phillips 66 is closing its 247,000 barrel per day refinery in Belle Chasse, La. Chevron Corp. is keeping its 330,000-barell per day Pascagoula, Miss. plant running as of Monday afternoon.

The National Hurricane Center now predicts Isaac will grow to a Category 1 hurricane instead of a Category 2. A Category 1 hurricane has winds ranging from 74 mph to 95 mph.

"The production centers in the Gulf can withstand those low-level hurricanes," said Gene McGillian, oil analyst for Tradition Energy.

About one-quarter of the nation's oil is produced in the Gulf of Mexico. As of Monday afternoon, about 80 percent of Gulf oil production was suspended, according to the Bureau of Safety and Environmental Enforcement. Companies have evacuated 346 oil and gas production platforms and 41 drilling rigs.

Benchmark oil fell 68 cents to end the day at $95.47 on the New York Mercantile Exchange. In London, Brent crude dropped $1.33 to $112.26 on the ICE Futures exchange.

There was renewed speculation that the Obama administration will release oil from the Strategic Petroleum Reserve, the nation's emergency stockpile of oil. The White House has said a release is one option for combatting higher oil prices. Benchmark U.S. oil has risen 22 percent since late June. Brent crude, which is used to price international blends that many U.S. refineries use to make gasoline, is up 23 percent in the same period.

Gasoline prices have risen in recent weeks because of the higher oil prices and refinery problems in the Midwest and West Coast. At $3.75, the national average is at its highest level since May 9 and it is up about 42 cents from the low reached on July 2.

Analyst and oil trader Stephen Schork said in a daily newsletter that gasoline could rise as high as $3.90 by early October, increasing the odds that the administration will tap the SPR in an effort to bring down oil and gasoline prices.

Oil was previously released from the SPR to offset price spikes due to the loss of oil production in Libya last year and after Hurricane Katrina battered the Gulf Coast in 2005.

But if oil production and refinery operations can quickly resume after the storm passes, gasoline prices could soon fall on their own.

Kloza predicts that gasoline will begin to fall after Labor Day ? if another storm doesn't affect supplies ? as refiners switch to cheaper blends of gasoline and the summer driving season winds down. He expects retail prices to fall 20 to 40 per gallon cents in the next several weeks, and he thinks they could be well below $3.50 per gallon by early November.

In other energy trading:

--Natural gas fell 5 cents to $2.65 per 1,000 cubic feet. The government estimated that about 48 percent of Gulf natural gas production has been suspended due to the storm.

--Heating oil rose less than a penny to $3.11 a gallon.

Haley Barbour on RNC hurricane threat: ?Everybody here?s got one eye on the storm?

Haley Barbour told reporters Monday that even though the tropical storm raging in the Gulf of Mexico looks like it will hit New Orleans in the next two days, he does not anticipate it will significantly affect the already-delayed Republican National Convention in Tampa.

"I don't think [Tropical Storm Isaac] will have any significant impact on the capacity for this to be a springboard for Romney and Ryan," Barbour said at a breakfast at Tampa's Hyatt Regency, a few blocks away from where the Republican National Convention was supposed to kick off Monday. RNC leaders decided to delay the beginning speeches until Tuesday because of the storm. "It may take some adjustment, and everybody here's got one eye on the storm," he said.

"Right now we're praying for the best and preparing for the worst," he added.

Barbour dismissed the idea that Romney could look callous if he continues the convention while others on the Gulf Coast are being hit by the storm. Barbour, whose reputation was built in part on handling storms in Mississippi, said that the convention is a crucial opportunity for Romney to sell himself to the nation and combat negative messages that portray him as an out-of-touch "plutocrat" who is married to a "known equestrian"?a joking reference to Democrats' ill-fated jab at Ann Romney for enjoying the sport of dressage, which helps her cope with her multiple sclerosis.

But the Boston Globe reported Monday that Romney's top advisers say the candidate is considering calling the entire convention off, depending on the storm's strength:

Consider for a moment the juxtaposition of President Obama marshaling his administration's forces and personally visiting New Orleans or Mobile, Ala., in the aftermath of the storm's landfall, all while the convention hall is filled with delegates dressed in funny hats listening to partisan speeches.

As of now, the plan is for a brief kickoff of the convention Monday afternoon immediately followed by a recess until Tuesday afternoon, when some party luminaries?including New Jersey Gov. Chris Christie and Ann Romney?are scheduled to speak.

"We also understand there's one thing you can predict about hurricanes?they're unpredictable," Barbour said. "This does not look like it's going to be a major storm."

Neil Armstrong, first man to walk on moon, dies

U.S. astronaut Neil Armstrong, known for being the first man to walk on the moon, has died at the age of 82, weeks after undergoing heart surgery.

First moonwalker Neil Armstrong's death at the age of 82 marks the passing of a "reluctant American hero," as well as the dimming of the Space Age's brightest moment.

His death followed complications from heart-bypass surgery he underwent this month, Armstrong's family said today in a statement released by NASA. The first public report?of?Armstrong's death came via NBC News' Cape Canaveral correspondent, Jay Barbree, a longtime friend.?

Armstrong has been immortalized in human history as the first human to set foot on a celestial body beyond Earth. "That's one small step for a man, one giant leap for mankind," he radioed back to Earth from the moon on July 20, 1969.


NASA Administrator Charles Bolden said that "as long as there are history books, Neil Armstrong will be included in them."

Armstrong's fellow moonwalker on the Apollo 11 mission, Buzz Aldrin, was among the legions mourning his passage. "We are missing a great spokesman and leader in the space program," Aldrin said in a BBC interview. He said he'd remember Armstrong "as being a very capable commander and leader of an achievement that will be recognized until man sets foot on the planet Mars."

Michael Collins, the crewmate who circled the moon in the Apollo 11 command module while Armstrong and Aldrin took that first trip to the lunar surface, also paid tribute to his commander in a NASA statement: "He was the best, and I will miss him terribly."

President Barack Obama said that Armstrong and his crew "carried with them the aspirations of an entire nation," and that the first steps on the moon "delivered a moment of human achievement that will never be forgotten."

"Today, Neil's spirit of discovery lives on in all the men and women who have devoted their lives to exploring the unknown ? including those who are ensuring that we reach higher and go further in space," Obama said in a White House statement. "That legacy will endure ? sparked by a man who taught us the enormous power of one small step."

NBC's Bruce Hall looks back at the career of famed U.S. astronaut Neil Armstrong, who died Saturday at the age of 82.

The "one small step" served as the climax of a superpower space race with the Soviet Union, and arguably established the United States' primacy in outer space for decades to come. But Apollo 11 also set a precedent for peaceful cooperation in space. "We came in peace for all mankind," the plaque left behind on the moon read. At one point during Armstrong's first moonwalk, he stopped for what he called a "tender moment" and set down a patch to commemorate NASA astronauts and Soviet cosmonauts who died in the course of their duties.

Before and after the moon
The Ohio-born Armstrong began his career in aerospace as a Navy fighter pilot who served with distinction in the Korean War. During the 1950s, he was a test pilot with experience flying more than 200 kinds of aircraft. He was accepted into NASA's second astronaut class in 1962, and during his mission as Gemini 8 commander in 1966, he tamed his wildly spinning capsule and brought it in for an emergency landing.

That quiet cool served him well during Apollo 11, when he had to take manual control of the lunar module, nicknamed Eagle, during the landing. When the craft touched down in the moon's Sea of Tranquility, less than 30 seconds' worth of fuel remained.

"Tranquility Base here," Armstrong reported to Mission Control. "The Eagle has landed."

Armstrong and Aldrin spent more than 21 hours on the lunar surface, including two and a half hours' worth of moonwalking. They were amazed to come back to Earth and see how billions of people across the planet had followed their exploits. "Neil, look up there," Aldrin told him as he pointed at a TV screen. "We missed the whole thing."

After his moon mission, Armstrong took a low profile, becoming what his family called a "reluctant American hero who always believed he was just doing his job." He left NASA in 1971, and took on executive positions in the aerospace industry as well as a teaching position in the University of Cincinnati's engineering department. ?Armstrong served on several policy commissions, including the presidential panel that investigated the 1986 Challenger explosion.

Concerned about future spaceflight
In his latter years, Armstrong became increasingly concerned about America's continuing leadership in space. He was a strong proponent of efforts to send American astronauts back to the moon, and feared that NASA's cancellation of its return-to-the-moon program would cede America's position as a leader in space exploration to other nations.?

"Some question why America should return to the moon," Armstrong told a House committee in 2010. "'After all,' they say, 'we have already been there.' I find that mystifying. It would be as if 16th-century monarchs proclaimed that 'we need not go to the New World, we have already been there."

When NBC's Jay Barbree asked Armstrong last month to reflect on the future of spaceflight, for the 43rd anniversary of the Apollo 11 landing, the former astronaut pointed to remarks in which he said the lunar environment was "an exceptional location to learn about traveling to more distant places."

I am persuaded that a return to the moon would be the most productive path to expanding the human presence in the solar system," he wrote.

Armstrong was famous for staying out of fame's spotlight as much as he could. Some outsiders may have faulted him for his reticence, but not his fellow astronauts.

"Most of our group?in those days could have accomplished?the challenge of the mission," Apollo 7 astronaut Walt Cunningham told NBC News' James Oberg in an email, "but I do not know?a one that could have handled the?resulting notoriety as well as Neil did."?

Over the past year, Armstrong was a bit more in the public eye. Last November, he and other space pioneers ? including Aldrin, Collins and John Glenn, the first American in orbit ??were awarded the Congressional Gold Medal during a ceremony at the U.S. Capitol.

In February, Armstrong spoke at Ohio State University during a February event honoring the 50th anniversary of Glenn's history-making spaceflight. In May, Armstrong joined Apollo 17 commander Gene Cernan, the last man to walk on the moon, at Pensacola Naval Air Station in Florida to support the opening of the National Flight Academy, which aims to teach math and science to kids through an aviation-oriented camp.

On Aug. 7, just two days after his 82nd birthday, Armstrong underwent quadruple-bypass heart surgery after flunking a medical stress test. At the time, his wife, Carol, reported that her husband was "doing great" ? but today the family said complications from that surgery led to his death.

"While we mourn the loss of a very good man, we also celebrate his remarkable life and hope that it serves as an example to young people around the world to work hard to make their dreams come true, to be willing to explore and push the limits, and to selflessly serve a cause greater than themselves," the family said in today's statement.?"For those who may ask what they can do to honor Neil, we have a simple request. Honor his example of service, accomplishment and modesty, and the next time you walk outside on a clear night and see the moon smiling down at you, think of Neil Armstrong and give him a wink."

Armstrong is survived by his wife, two sons, a stepson and stepdaughter, 10 grandchildren, a brother and a sister, NASA said.

Bus collides with tanker in China, killing 36

(AP) ? A double-decker sleeper bus rammed into a tanker loaded with highly-flammable methanol on a northern Chinese highway on Sunday, causing both vehicles to burst into flames and killing 36 people, state media said.

The official Xinhua News Agency said 39 people were on the long distance sleeper bus when it crashed and only three survived. The survivors were hospitalized, it said, but didn't say what condition they were in.

The tanker had just returned to the highway after an early morning rest stop when it was apparently rear-ended by the bus at around 2:40 a.m. close to the city of Yan'an in Shaanxi province, the official China News website said.

The bus had left Hohhot in Inner Mongolia at 5 p.m. Saturday and was headed south to Xi'an city, it said.

Xinhua news photos showed the charred metal skeleton of the bus rammed up against the back of the tanker.

An official with the local Communist Party propaganda bureau in Yan'an confirmed that the crash occurred but was unable to give details and was unsure of the death toll.

Road safety is a serious problem in China. According to Xinhua, poorly maintained roads and bad driving habits result in about 70,000 deaths and 300,000 injuries a year.

Mine killings lay bare South Africa's culture of violence

The 44 deaths at Lonmin's Marikana mine last week have forced South Africa to confront a culture of violence that runs from the country's gruesome crimes to the language of its politics, experts say.

A diet of gory stories has become a staple in South Africa, a nation all too used to bloodshed.

In the past week alone, three orphans were stoned to death in the northern province of Limpopo, their feet tied with shoelaces and one of them raped.

A pastor is on trial accused of raping and molesting nine children in his wife's nursery school.

Before Marikana, the deadliest labour action was a 2006 stayaway by security guards, who over three months killed 60 non-strikers by throwing them from moving trains.

Such brutal behaviour is a legacy of apartheid, said security researcher Sylvester Maphosa.

During the resistance against white-minority rule, opponents abandoned peaceful protest for an armed struggle as their demands for freedom fell on deaf ears, he told AFP.

"In South Africa we used to justify violence because we were fighting the system. But when the system was toppled, we didn't lay down our arms, we didn't debrief. And so we inherited those practices," said Maphosa, chief research specialist at think-tank the Africa Institute of South Africa.

Rival political groups killed around 14,000 people in violence between 1990 and 1994, when apartheid ended in South Africa.

The white regime from its side gunned down protestors and tortured activists to brutally suppress opposition.

Crime has decreased, with murders now at the lowest level since the end of apartheid. In the first year of democracy, South Africa had about 26,000 killings. Last year the number was about 16,000.

But that rate -- more than 43 a day -- is still one of the highest in the world.

Violent language still typifies everyday speech, particularly in songs and slogans once used to inflame the struggle against apartheid.

President Jacob Zuma's favourite campaign song was "Bring me my machine gun". Last year, the firebrand leader of the ruling African National Congress's youth league, Julius Malema, was convicted of hate speech for singing "Shoot the Boer", in reference to Afrikaans-speaking whites.

Malema, who has since been expelled from the ANC, last weekend told workers at Marikana to be ready to die striking.

"You must never retreat, even in the face of death," he said. "Many people will die as we struggle for economic freedom."

Unions, which have roundly denounced the Marikana killings, also readily make violent threats. In a protest over a toll road, union boss Zwelinzima Vavi warned the government that "in our chamber, there are still a lot of bullets".

In the violence at Lonmin's Marikana platinum mine, workers hacked, burnt and beat to death eight colleagues and two policemen in the week before police opened fire on miners last Thursday, killing 34 of them.

Western Cape University political scientist Cherell Africa said South African society is not inherently violent, but that the gaping divide between rich and poor left over from apartheid has caused lingering tensions to boil over.

"It is all related to systemic problems and inequality in South Africa," she said. "The question is, why has it taken so long to get to this point?"

While the democratic government has eased the most dire poverty with a new public welfare system, nearly 40 percent of the population is still classified as poor.

The black middle class has grown, but among the nation's poor, there is a feeling of being left behind, said Maphosa.

Violent acts and words are a way to express "a sense of hopelessness", said Lisa Vetten of the Legal Advocacy Centre, a rights group.

"You have aspirations but it's not going to go anywhere. Violence and criminal behaviour is a way of attaining status," she said. "It's when normal channels have been closed off to you."
