We need to rethink how we name exoplanets

Fed up with dull names for exoplanets, Alan Stern and his company Uwingu have asked the public for help. Will it be so long 2M 0746+20b, hello Obama?

How did you come up with the idea for a list of potential names for exoplanets?
The number of planets in the Milky Way was recently estimated at more than 100 billion. We realised that that's far, far too many names for astronomers to supply, that it would take the general public too. We also realised how much fun this could be for people.

How do people submit names?
For $0.99, anyone can put in a name, as long as it isn't already nominated and isn't profane or pejorative. People can also vote on which names they like best. We only have a few hundred now, but the idea is that we will have hundreds of thousands of names in the database. We will take the thousand most popular, which will correspond to the thousand or so exoplanets that we already know about, and hand those to exoplanet scientists.

What kinds of names are people suggesting?
It is pretty interesting. People are putting in names of friends, spouses. They are putting in lots of science-fiction names like Alderaan and Yuggoth, names of authors such as Heinlein and Asimov, and even politicians like Obama and Romney. As this gets out to the general public, we expect there to be a lot of interesting contests going on - maybe Lady Gaga versus Madonna.

What's wrong with the existing names?
There are none - just "license plate" designations like 2M 0746+20b or OGLE235-MOA53b!

Isn't it a problem that your company, Uwingu, has no formal ties to the International Astronomical Union's naming committee?
I think most people get that this is for fun and engagement. It's not meant to be official. In a sense, it's a social experiment. Naming celestial objects is usually done by astronomers and professionals. Other people who are interested in space never get the opportunity to do that kind of thing. What if they did? What would the people of Earth choose? What would their imagination do that we wouldn't do, as astronomers?

What else is Uwingu trying to accomplish?
The mission of the company is two-fold. Priority one is to better connect the general public with space and the sky. Two is to operate a fund for space research, exploration and education.

What is the Uwingu fund?
It comes from revenues generated by people nominating and voting for their favourite exoplanet names, and it goes toward needy space projects, such as SETI's Allen Telescope Array.

Why should the public trust you with their money?
People in the research and education community recognise our names, so they will come to us in ways that they wouldn't otherwise. We are professional scientists and educators, and we will do the quality control. Our intent is to be worldwide, not only in our revenue, but in our expenditures. Uwingu is the only thing around like this; nobody else has thought of anything similar.

GOP, Dems Inch Towards Compromise on Magazine Clip Limits

An increasing number of lawmakers in both parties appear willing to compromise on high-capacity magazines, the one component of gun control legislation that seems palatable to Republicans who view a full ban on assault weapons as politically toxic.

The New York Times reports that there appears to be some willingness on both sides to limit the type of magazines that can hold 15 and 30 rounds that have been used in mass shootings like those in Newtown, Conn., Tucson, Ariz., and Aurora, Colo.

Lawmaker told the newspaper they see a distinct difference between limits on magazine sizes and a full ban, which would not gain enough support.

?I see them as separate,? Sen. Angus King Jr., an independent of Maine, said. ?It?s the difference between appearance and functionality. High-capacity magazines have contributed to a lot of these tragedies.?

Sen. Harry Reid of Nevada, the majority leader who has been a strong supporter of the National Rifle Association (NRA), remains staunchly opposed to an assault weapons ban. But, even he has indicated a willingness to limit magazine sizes for civilian gun owners.

?I think it is something we ought to discuss,? he said.

Constitutional lawyers and some conservatives generally believe that limiting magazine size falls within the boundaries of recent Supreme Court decisions on gun rights.

Evidence suggests that a ban on magazine size would indeed reduce the number of those killed in mass shootings, largely because of the difficulty in changing clips, particularly among amateur gun users.

Senate Democrats up for re-election in states that generally support gun rights are among those most concerned, however. They worry the limits would erode the rights of law-abiding citizens.

?I?m ready to step off the status quo on guns,? Sen. Mark R. Warner, D-Va., said. ?But I?ve got to work this one through in my mind.?

In a New York Times/CBS News poll last month, some 63 percent of respondents said they would favor a ban on high-capacity magazines, while 34 percent opposed the idea.

The NRA has staunchly opposed a ban on weapons, arguing that it would have no effect on gun violence.

?If you prioritize things in terms of their value and likelihood of them getting passed,? said James Pasco, the executive director of the Fraternal Order of Police, ?I don?t think there is anyone who will tell you that background checks aren?t the most important thing to get done.?

Those in law enforcement have argued that combining background checks and straw purchasing penalties would do much to reduce the criminal use of guns.

President Barack Obama has called for a limit of 10 rounds. However, many gun-rights activists argue that standards would limit too many weapons.

?We have to consider the millions of weapons out there that will be rendered useless,? Robert A. Levy, a lawyer who was a principal architect of the victorious strategy in the 2008 Supreme Court decision that upheld the rights of residents in the District of Columbia to bear arms, said.

Levy supports a ban on magazines with over 20 rounds, which he said ?would rule out very few weapons.?

Whatever course is taken, it appears a limit on rounds would have to be a bill separate from the assault weapons ban if it stands a chance to pass.

Colorado House Democrats Monday passed new ammunition limits and expanded background checks as part of a package of bills responding to recent mass shootings.

The Democratic-led House voted to ban large-capacity magazines, placing a limit of 15 rounds for firearms, and eight for shotguns. Lawmakers also passed a requirement for background checks on firearm sales between private parties.

The debate on the measures has attracted attention from the White House.

Morocco/Western Sahara: Convicted Sahrawis must receive fair ...

The Moroccan authorities must use civilian courts to give fair retrials to 25 Sahrawis and fully investigate their allegations of torture, Amnesty International said today after a military court handed them long prison sentences.?

On Sunday, the Military Court of Rabat handed down nine life sentences and sentenced 14 other defendants to between 20-30 years imprisonment each. Two other defendants were released having served their two-year sentences in pre-trial detention.

The convictions relate to violence during and after the Moroccan security forces? dismantling of the Gdim Izik protest camp in November 2010, during which 11 members of the security forces and two Sahrawis were killed.

?The Moroccan authorities have ignored calls to try the defendants in an independent, impartial civilian court. Instead they have opted for a military court where civilians can never receive a fair trial.? said Ann Harrison, Deputy Middle East and North Africa Programme Director at Amnesty International.

?It is disturbing that the authorities have also ignored the Sahrawi defendants? allegations of torture and coerced confessions.?
?
?The use of military courts, compounded by the fact that torture allegations have not been investigated, casts a serious doubt on the Moroccan authorities? intention and whether they were more concerned with securing a guilty verdict than justice?.

The defendants have repeatedly said they were tortured and otherwise ill-treated in detention, and coerced into signing statements, but there have been no reports of any official investigation into the allegations.

Amnesty International is calling for an independent investigation into the torture allegations, and for any evidence obtained under torture or coercion to be rejected by the court.

The lawyers of the detainees said they will challenge the verdicts before the Court of Cassation.

Amongst the charges against the defendants ? who include members of Sahrawi civil society organizations and Sahrawi political activists ? were belonging to a criminal organization, violence against a public official and the desecration of a corpse.

On 8 November 2010, violence broke out when Moroccan security forces tried forcibly to remove people from and dismantle the Gdim Izik protest camp a few kilometres east of the town of Laayoune, in the Moroccan-administered Western Sahara.

The camp had been set up in early October that year by Sahrawis protesting against what they describe as their marginalization and demanding jobs and adequate housing.

During and after the violence, the security forces arrested some 200 Sahrawis. Further arrests were also made in December 2010.

More than two years later, and despite persistent calls by Amnesty International and others, the Moroccan authorities have yet to conduct an independent and impartial investigation into the human rights abuses committed in connection with the 8 November 2010 events.

Eric Garcetti, Wendy Greuel spar over union spending in L.A. mayor's race

LOS ANGELES -- Candidate Eric Garcetti stepped up his attacks over union spending in the Los Angeles mayor's race, challenging chief rival Wendy Greuel over her independence at a debate Monday.

In turn, Greuel's campaign launched a new Web page to rebuff criticisms over her relationship with the Department of the Water and Power union.

"Do you want a DWP union to buy this election by spending $1 million on Ms. Greuel's campaign?" Garcetti asked at a debate at California State University, Los Angeles. "Or do you want a mayor who is independent enough to make the right decisions and preserve our democracy?"

Garcetti's comments were made in his closing statements. Broadcast live on KABC (Channel 7), the debate included Councilman Garcetti, Controller Greuel, Councilwoman Jan Perry, tech executive Emanuel Pleitez and entertainment attorney Kevin James.

The attack comes days after Working Californians, a committee backed by the DWP's union, reported another round spending on behalf of Greuel. The group has spent more that $775,000, according to city records. The Los Angeles Police Protective League is also spending hundreds of thousands of dollars backing Greuel.

Independent expenditures aren't governed by campaign contribution limits and hold huge influence in elections since they can buy advertising, mailers and radio spots.

Amid widespread voter distrust of the DWP union, whose employees routinely make more than other utilities

in the region, Greuel's campaign hit back on Monday night, launching a new Web page to reframe the union issue.

Her Web page is titled "Lies about DWP ignore Wendy Greuel's record of independence." The page links to audits and votes taken by Greuel over DWP issues. (http://www.wendygreuel.org/facts/dwp/)

"Wendy has stood up to the DWP over and over again," according to the website. "She will be a mayor for all of Los Angeles -- and that means no one gets preferential treatment."

Greuel and Garcetti also tangled throughout Monday night's debate over her office's assertion that she has identified $160 million in "waste, fraud and abuse." Garcetti charges Greuel has inflated that number.

Greuel sought to turn around Garcetti's criticism. "Some people may call it fuzzy math," she said, adding "Let me tell you, they haven't attacked the problem," referencing what she characterizes as missed financial opportunities by the City Council.

Besides Greuel and Garcetti's sparring, there were few surprises at the debate, which comes about two weeks before the March 5 primary.

Candidate James repeatedly criticized City Hall, calling Perry, Greuel and Garcetti "foot soldiers" of Mayor Antonio Villaraigosa. Pleitez also attacked the insider candidates and frequently returned to his goal of a pension buyout program to help the city's finances.

At one point, the candidates were asked what specifically they would do differently than Villaraigosa if elected. Perry pointed to the trips made by the current mayor, who is frequently criticized for his constant travel.

"I would travel a lot less," Perry said. "I would stay here and focus on relationships ... so that we have more inbound investment. We don't necessarily have to go all over the world to do that."

    Bridgewater-Raynham to settle in fired coach?s lawsuit

    The Bridgewater-Raynham school district is looking to settle in the case lodged against them by former head wrestling coach Jeff Francis, who claims he was wrongfully fired amid a team hazing scandal in January 2012.

    Negotiations are under way, according to James McCarthy, Francis? attorney.

    ?They?ve agreed that they?re going to pay some money,? McCarthy said Friday. ?We?re going back and forth with it now.?

    Francis, who coached the Trojans for 25 years and helped lead them to 21 league championships, was fired, school officials say, for failing to report what happened. Francis disputes that claim.

    A school investigation uncovered that varsity teammates would hit under-performing wrestlers with broomsticks and towels. A months-long police investigation found no criminal charges.

    McCarthy has said his client was made to be a ?scapegoat? and that Francis was ?heartbroken? over what happened.

    The suit, filed Nov. 13, sought $1,725 in contract damages and for ?negligent inflection of emotional distress.?

    B-R Superintendent Jacqueline Forbes and the district?s attorney, Joseph Emerson, of Westwood, could not be reached for comment Friday.
