Philippines' top judge testifies at Senate trial

The Philippines' top judge was due to testify at his impeachment trial on Tuesday in a last-ditch bid to save his job, with President Benigno Aquino saying his ouster is key to an anti-corruption drive.

Supreme Court Chief Justice Renato Corona is accused of protecting graft-tainted former president Gloria Arroyo from prosecution, and of allegedly amassing a personal fortune above the limits of his salary.

President Aquino, who won a landslide election victory in 2010 on a platform to end corruption, has said that if Corona is acquitted, it would virtually destroy his efforts to rid the poverty-plagued country of pervasive graft.

But as the Senate trial nears its climax, Corona lawyers say the 63-year-old is expected to refute allegations he failed to declare up to $12 million in bank accounts and blocked Aquino's efforts to prosecute Arroyo for corruption.

"I am not worried," Corona told reporters on Monday.

Corona was impeached by the House of Representatives, parliament's lower chamber, in December, sending him for trial in the Senate, which began hearings in January.

The proceedings have gripped the nation for four months, with millions watching the drama live on TV.

Prosecutors allege Corona lacked integrity, failed to declare his assets properly, and blocked Arroyo's prosecution. They said his actions amounted to "culpable violation" of the constitution and betrayal of public trust.

A guilty verdict on any of the three charges would lead to his removal from office. There is no appeal process and the government would then be able to pursue criminal charges against him over the alleged hidden wealth.

The chief justice's lawyers had said he did not need to take the stand, but changed their minds after Ombudsman Conchita Morales disclosed documents on Corona's alleged bank accounts that prosecutors described as the "smoking gun".

"I expect the chief justice to answer practically all issues being hurled against him, for as long as his rights under the constitution will not be violated," Corona's lawyer Tranquil Salvador said.

Prosecutors, led by members of the House of Representatives, expect to finish quizzing Corona by Thursday, after which the 23 senators sitting as judges will adjourn before delivering a verdict.

Senate president Juan Ponce Enrile has said he wants a decision no later than June 7.

Though by no means the only target, Aquino has said driving Corona from office would be a crucial step in ridding the Philippines of corruption.

Aquino's predecessor Arroyo, who ruled for nearly 10 years, was arrested last year and charged with vote-rigging.

Aquino's allies have said she planted Corona in the Supreme Court just before leaving office in 2010 as a rearguard action to protect herself from future criminal prosecutions.

For his part Corona sees his impeachment as a personal vendetta by Aquino following a landmark Supreme Court verdict that would break up Hacienda Luisita, a giant sugar estate owned by the president's clan.

Shortly before the Aquino-controlled House of Representatives voted to impeach Corona last year, the Supreme Court ruled 4,300 hectares (10,600 acres), or most of the estate, must be subjected to land reform.

The 15-member court last month threw out an appeal by the clan to overturn the ruling and stop the farm being parcelled out to its workers, leaving the Aquino government no option but to enforce the decision.

Obama: NATO shifting to help peace in Afghanistan

CHICAGO (AP) ? The NATO alliance that has fought for a decade in Afghanistan is helping that nation shift toward stability and peace, but there will be "hard days ahead," President Barack Obama said Sunday as alliance leaders insisted the fighting coalition will remain effective despite France's plans to yank combat troops out early.

With a global economic crisis and waning public support for the war as a backdrop, world leaders opened a NATO summit confronted by questions about Afghanistan's post-conflict future: money for security forces, coming elections and more. Some cautioned against following France's example while others played down stresses in the fighting alliance.

"We still have a lot of work to do and there will be great challenges ahead," Obama said. "The loss of life continues in Afghanistan and there will be hard days ahead."

The end of the war is in sight, Obama said following a lengthy discussion with Afghan President Hamid Karzai on the sidelines of the NATO summit. The military alliance is pledged to remain in Afghanistan into 2014, but will seal plans Sunday and Monday to shift foreign forces off the front lines a year faster than once planned.

Afghan forces will take the lead throughout the nation next year, instead of in 2014, despite uneven performance under U.S. and other outside tutelage so far. German foreign minister Guido Westerwelle cautioned Sunday in Chicago that "withdrawal competition" among countries with troops in Afghanistan could strengthen the terrorist threat. NATO Secretary General Anders Fogh Rasmussen denied there were fresh cracks in the alliance. He suggested a deal will emerge for France to move into a noncombat role but continue to support the international mission.

"There will be no rush for the exits," Rasmussen said. "Our goal, our strategy, our timetable remain unchanged."

Before the one-hour meeting with Karzai, a senior U.S. official said the prime topic was planning for Afghanistan's 2014 elections, as well as the prospect of a political settlement with the Taliban.

Karzai has said repeatedly he will step down from power when his term ends in 2014, opening the way for new elections. NATO's scheduled end of the war was built around those plans, with foreign forces staying until the 2014 election but exiting the country by 2015.

(AP) ? Three men accused of making Molotov cocktails had been planning to attack President Barack Obama's campaign headquarters, Mayor Rahm Emanuel's home and other targets during this weekend's NATO summit, prosecutors said Saturday.

The three were arrested Wednesday when police raided an apartment on the city's South Side ahead of the two-day meeting.

Defense attorneys alleged that the arrests were an effort to scare the thousands of people expected to protest at the gathering of world leaders. They told a judge that undercover police were the ones who brought the Molotov cocktails.

"This is just propaganda to create a climate of fear," defense attorney Michael Duetsch said.

Later, outside the courtroom, Duetsch said two undercover police officers or informants who called themselves "Mo" and "Gloves" were also arrested during the Wednesday raid, and defense attorneys said they later lost track of the two.

"We believe this is all a setup and entrapment to the highest degree," Duetsch said.

The trio was charged with providing material support for terrorism, conspiracy to commit terrorism and possession of explosives.

The suspects were each being held on $1.5 million bond. They apparently came to Chicago late last month to take part in May Day protests. Six others arrested Wednesday in the raid were released Friday without being charged.

Chicago police Lt. Kenneth Stoppa declined to elaborate on the case beyond confirming the charges against the three who were still in custody.

Police identified the suspects as Brian Church, 20, of Ft. Lauderdale, Fla.; Jared Chase, 24, of Keene, N.H.; and Brent Vincent Betterly, 24. A police spokesman gave Betterly's hometown as Oakland Park, Mass., but no such town exists. There is an Oakland Park, Fla., that is near Fort Lauderdale.

Activist Bill Vassilakis, who said he let the men stay in his apartment, described Betterly as an industrial electrician who had volunteered to help with wiring at The Plant, a former meatpacking facility that has been turned into a food incubator with the city's backing.

Vassilakis said he thought the charges were unwarranted.

"All I can say about that is, if you knew Brent, you would find that to be the most ridiculous thing you've ever heard. He was the most stand-up guy that was staying with me. He and the other guys had done nothing but volunteer their time and energy," he said.

Betterly appears to have a history of minor run-ins with law enforcement.

He was cited for disorderly intoxication in February in Miami-Dade County, Fla., earlier this year , but the case has been dismissed, according to online court records.

Authorities in Oakland Park, Fla., said Betterly and two other young men walked into a public high school last fall after a night of tequila drinking and took a swim in the pool, according to a report in the South Florida Sun-Sentinel.

They stole fire extinguishers from three school buses, discharged one and smashed a cafeteria window with another. The vandalism caused about $2,000 in damage. Betterly was charged with burglary, theft and criminal mischief, the newspaper said.

Chase grew up in Keene, N.H., and moved to Boston a few years ago before becoming active in the Occupy movement, said his aunt, Barbara Chase of Westmoreland, N.H.

She said she was stunned to learn of the charges against her nephew.

"That surprised me because he's not that dumb, at least I wouldn't have thought so anyway," said Barbara Chase, a factory worker. "He always seemed harmless, but who knows? Outside influences sometimes can sway people to do things that they normally wouldn't do."

Jared Chase's father, Steve Chase, died about five weeks ago after a long struggle with a disease that left him disabled, Barbara Chase said. The family had been waiting for him to come home before having a funeral.

The arrests came as authorities tightened security throughout the city in preparation for the summit, where delegations from about 60 countries will discuss the war in Afghanistan and European missile defense.

Downtown streets were largely empty Saturday, though that is not unusual for a weekend. Security guards stood watch outside many downtown buildings and in some places almost outnumbered pedestrians.

By mid-afternoon, hundreds of protesters marched from a park to the mayor's house, stopping traffic along the way. Police with bicycles stood guard in front of the Northwest Side home, wearing helmets with face shields.

Some of the protesters sat for a time in the middle of the street. Others climbed trees. One woman carried a sign calling Emanuel a bully for closing mental health clinics and libraries in poor neighborhoods. Others chanted that health care should be a human right.

"We are exercising our power to go and tell him what we want," said N'Dana Carter, who was wearing a hospital gown for the demonstration. "He will hear our message."

A city representative said Emanuel respects the demonstrators' First Amendment right to expression.

The bigger show will be on Sunday, the start of the summit, when thousands of protesters are expected to march 2? miles from a band shell on Lake Michigan to the McCormick Place convention center, where delegates will be meeting.
